POSITION
DIRECTOR, CORPORATE COMMUNICATIONS AND PUBLIC RELATIONS (MCG/IE 5)
JOB PURPOSE

Responsibility to the Commissioner of Corrections, the Director, Corporate Communications and Public Relations shall advise Management on the appropriate Communication Strategies that will ensure that staff and other stakeholders are consistently provided accurate information in a timely manner. He/She will develop and implement Communication Policies for the different services and strategies to ensure that the bottlenecks and barriers to effective communication are minimized or removed where possible. Also, continuously assess the communication needs in the department and implement plans and strategies to address these needs while ensuring that a positive image of the Department is enhanced and maintained.

KEY RESPONSIBILITIES
  • Develops and implements communication and public relation strategies for the Department ensuring that they support the strategic objectives.
  • Develops and implements a plan of communication and providing timely updates to ensure that it is responsive and flexible to the changing needs of the Department.
  • Oversees the development and management of a directory containing details of relevant media representatives, public relation manager’s information officers and other government spokes-people with whom the Department interacts.
  • Organizes and supports press conferences, receptions and official visits for the organization in consultation with the Commissioner and the Department’s senior management team.
  • Ensures the preparation and distribution of all the Department’s media and press releases.
  • Oversees the design and implementation of in-house training initiatives for staff, on public relations and communication.
  • Develops in consultation with the Jamaica Information Service, information packages to be used in radio and television broadcasts on matters related to the Department.
  • Liaises with the Ministry of National Security and all the Department’s Units on public relations activities related to their projects and programs.
  • Works with senior staff to ensure consistency of approach and message in all the Department’s communication and public affairs activities.
  • Leads the research and development of new products and services to meet the Department’s communication needs including new technology and internet.
  • Serves as the Department’s primary media coordinator and takes the lead in organizing appropriate response through the relevant officials to media inquiries.

  • Level of positive Public and Stakeholders perception of the department.
  • Frequency of media output favorable to the department.
  • Frequency, relevance and quality of publications and other information.
  • Response rate to request for information under the Access to Information Act.
REQUIRED KNOWLEDGE, SKILLS & COMPETENCIES
  • Excellent written and oral communication skills;

  • Knowledge of advertising, editing and publishing;
MINIMUM REQUIRED QUALIFICATION AND EXPERIENCE
  • A first degree in Mass Communication from a recognized university with an accepted specialization in public affairs and communication public related equivalent;
  • A minimum of five (5) years management experience in the communication and public affairs field with demonstrated ability to handle all types of media ideally across both private and the public sectors;
  • Experience in media and stakeholder relation management;
  • The incumbent must be the holder of a valid Driver’s License and the owner of a reliable motor vehicle.
